ETHICS IN PUBLIC–PRIVATE PARTNERSHIPS

Public-Private Partnerships (PPPs) have become a central mechanism of modern governance, particularly in the context of infrastructure development, social services, and public policy implementation. A PPP generally refers to a cooperative arrangement between public sector entities and private organizations for the design, financing, construction, and operation of projects that serve public needs. Although the aim here is to increase efficiency and innovation with private sector participation, ethical governance challenges arise due to conflicts of interest between the parties. Ethics in public administration represent the moral foundation of effective governance and guide public officials in making decisions that promote accountability, transparency, and fairness. While PPPs have significant potential to advance public welfare through infrastructure development, risk sharing, innovation, and efficiency, they are also characterized by complex contractual arrangements and long-term commitments that can ambiguate decision-making processes. The extent to which PPPs achieve their objectives will depend on the ethical and institutional frameworks governing their activities.
